After the French Revolution, with the rise of war between France and England, the political atmosphere in the States was getting tense. The quotation above is in response to the passage of the Alien and Sedition Acts by the Adams administration, which rendered non-citizens vulnerable and free speech more of an absent ideal. Critics, such as Jefferson and Madison, saw these laws as mere political whips of the Federalists, criminalizing opposition speech and political activity.
