After House Speaker Paul Ryan's failure to pass his healthcare plan to override Obamacare, more doubt is being cast on his capabilities, particularly as a policy wonk. Someone coughed up this essay from 2012 when Ryan was selected for the vice-president slot on the Republican ticket, which shows there was always some concern about the man's intellectual heft.
